ORLANDO, Fla. — Tropical Storm Julia is expected to become a hurricane later Saturday, according to the National Hurricane Center. As of 12 p.m., the system was located about 165 miles east south east of Isla De Providencia, Colombia, with maximum sustained winds of 65 mph moving west at 21 mph. Julia’s tropical-storm-force winds have a reach of 80 miles. It is not expected to impact Florida. Hurricane warnings are in effect for San Andres, Providencia and the Santa Catalina Islands in Colombia, and in Nicaragua from Laguna de Perlas to Puerto Cabezas.
