[net.praqma:rqm-plugin] Jenkins RQM Plugin vulnerable to Improper Restriction of XML External Entity Reference

Jenkins RQM Plugin 2.8 and earlier does not configure its XML parser to prevent XML external entity (XXE) attacks.
