MOSCOW (Reuters) – Russia’s offline primary oil refining capacity was revised down by 3.6% for September from the previous plan to 4.233 million tonnes, according to sources and Reuters calculations. Russia’s offline primary oil refining capacity for October was unchanged from the previous plan at 1.759 million tonnes.
