By Alex Lang New York (Knewz) — Heel, Toe, Halloween An annual Washington D.C. event served as the unofficial start of Halloween week, and helped give revelers a few laughs along the way. On Oct. 25, crowds gathered near DuPont Circle for the 35 annual High Heel Race. The competition includes participants dressed in gowns, dresses, corsets and other costumes — complete with high heels. The participants complete a quarter-mile sprint down the street.
