MIAMI — A new tropical depression formed Wednesday morning in the central Atlantic and is forecast to turn into Tropical Storm Julia during the night, forecasters say. Tropical Depression 11 is about 710 miles west of the Cabo Verde Islands and has maximum sustained winds near 35 mph with higher gusts, according to the National Hurricane Center’s advisory at 5 p.m. Eastern time Wednesday.
